The Industrial Promotion Services (IPS) – a programme of the Aga Khan Fund for Economic Development (AKFED) – formed West Nile Rural Electrification Company (WENRECo) in 2003. WENRECo came about as a means of satisfying the Government’s request for international assistance in the construction of a vertically integrated isolated grid on a Build Own Operate (BOO) basis. It also served to fulfil IPS’s mandate to catalyse infrastructure-based development.
